Balad Ruz, Samarra Attacked in Iraq

Car bombs in Iraq have targeted a market and a checkpoint north of Baghdad, killing more than a dozen people, as Iraq's prime minister vowed to punish the Islamic State militants who smashed ancient artifacts in their stronghold, the northern city of Mosul. A car bomb exploded Saturday near the market in the town of Balad Ruz, northeast of Baghdad, killing at least five people and wounding at least 15 more. There were two blasts; the source of the second one is not clear. Later, near the city of Samarra, a suicide bomber detonated at a military checkpoint, killing at least eight people. The Associated Press reports 15 others were wounded. No one has claimed responsibility for the attacks. Meanwhile Iraq's Prime Minister, Haider al-Abadi, has vowed to track down and punish the Islamic State fighters who posted online videos of themselves smashing rare, ancient artifacts in Mosul. Al-Abadi called the perpetrators "barbaric, criminal terrorists" and said they are trying to destroy the heritage of mankind and Iraqi civilization. Islamic State fighters have previously destroyed Christian and Muslim shrines, saying the images are symbols of idolatry. Mosul, Iraq's second-largest city, fell to IS forces as they overran parts of Syria and Iraq in 2014.

Turkey, Kurdish Leaders Call for Disarmament Conference

The imprisoned leader of the Kurdish rebel group the PKK has called on it to attend a conference on disarmament in Turkey. The announcement was made in a joint statement by government ministers and pro-Kurdish deputies. Disarmament has become a major stumbling block in efforts to end a decades long insurgency. The pro-Kurdish Peace and Democracy Party says Abdullah Ocalan, the imprisoned leader of the Kurdish rebel group PKK, is urging his supporters to attend a conference in Turkey on disarmament. The announcement was made after talks with the government. Pro-Kurdish deputy Sirri Sureyya​, reading the statement, described the decision as a key moment in peace efforts. "This is a historic declaration of will to replace armed struggle with democratic politics," he said. Disarmament has become a stumbling block to efforts to end a four-decade-long insurgency that has claimed more than 40,000 lives. The PKK is fighting for greater rights for minority Kurds in Turkey. The government is insisting that disarmament should start before announcing any reforms. But the PKK and Kurdish leaders are demanding the government should make a move first. Deputy Prime Minister Yalcin Akdogan described the PKK leader’s move as significant. "We have reached an important point in the settlement process. Silencing arms would contribute in democratic development," he said. No date has been given for the disarmament conference, other than it being held in spring. Saturday’s announcement is likely to give some impetus to the peace process. That, observers say, is important with a general election due in June and both the ruling AK Party and pro-Kurdish BDP hoping to see political dividends from the peace efforts. But major obstacles remain. The government is continuing to push through a controversial security bill that pro-Kurdish groups have condemned and say could destroy the peace process. PKK leaders based in neighboring Iraqi Kurdistan also have questioned the sincerity of the government. Disarmament is also being complicated by the war against Islamic state. PKK rebels fighting with Syrian affiliated groups remain in the forefront of fighting the Jihadists.

Rebels Withdraw Heavy Arms in Eastern Ukraine

Russian-backed rebels in eastern Ukraine continued withdrawing tanks and other military vehicles Saturday from the front lines, obeying a cease-fire reached in mid-February. Ukraine said there was a decrease in violence Friday night into Saturday. Ukraine's military reported its first deaths in three days earlier on Friday. A Ukrainian military spokesman said three government soldiers were killed and seven wounded in clashes with separatists in the east. President Petro Poroshenko blamed the rebels, saying they are still violating the cease-fire deal. At a military cadet graduation ceremony, Poroshenko said his military is ready to return its heavy weapons to the front lines in eastern Ukraine if unrest continues. He said Ukraine's army "is ready at any moment to stand up to the enemy." In a telephone conversation with German Chancellor Angela Merkel Friday, Poroshenko also voiced support for a European Union peacekeeping mission in Ukraine. He also said a military threat from the east - an apparent reference to Russia - will remain even if the truce holds. Russian Foreign Minister Sergei Lavrov said Friday there has been progress in the withdrawal of heavy weapons in eastern Ukraine. He stressed the importance of fulfilling other aspects of the truce, including key humanitarian issues and constitutional reform in the Donbas region of eastern Ukraine.

An Egyptian court has declared the Palestinian group Hamas a terrorist organization, saying it targets both civilians and security forces on Egypt's Sinai Peninsula. Saturday's ruling further separates Egypt from Hamas, which once enjoyed warm relations with the government, the now-banned Muslim Brotherhood and former President Mohammed Morsi, who was ousted in 2013. The court said it has documents proving that Hamas has colluded with the Muslim Brotherhood in carrying out attacks on security forces. An earlier ruling focused on Hamas's military wing, the Izzedine al-Qassam Brigades. A Cairo court banned the military wing in January. Hamas responded to the Saturday ruling with a statement calling it "dangerous" and saying it targets the Palestinian people themselves.
